In 2007, the Russian Government pledged $30m to support programmes of energy access in sub-Saharan Africa. The initiative aims to strengthen the capacity of energy SMEs to provide power to poor communities. The funding is provided through a World Bank administered Trust Fund, and the programme design and implementation is supported by GVEP International (Global Village Energy Partnership), which is acting as a consultant to the Bank. The Ministry for Infrastructure (MININFRA), in cooperation with the Belgium Development Agency (BTC), the Gesellschaft für Internationale Zusammenarbeit (GIZ), and GVEP International, is committed to the development of a viable pico-hydro sector in the country. Manufacturing and maintaining pico and micro-hydro turbines is seen as a viable business that can serve the energy needs of small factories, institutions or households in rural Rwanda.
