The two main objectives of the project were 1) to remove the barriers for the use of energy-efficient electric appliances in low and middle-income households, as well as in the service sector in the OECS member states; and 2) to develop or adapt energy efficiency standards and energy labeling schemes as a model for the Caribbean.

The program was planned to be a replicable model for the entire Caribbean region. The project included the establishment and development of competences of the National Standardization Authorities, the support of governmental institutions in preparing the necessary legal reforms, as well as informing and creating awareness among the traders and importers of electronic devices and among the population.
