Based on an agreement between the Republic of Ghana and the Swiss Government from 2008, Switzerland was financing  activities identified under the World Bank led Ghana Energy Distribution and Access Project (GEDAP). Component three of the Agreement was the Poverty Oriented Grid Expansion (POGE) program. The objective of POGE was to connect small towns and villages in the poorest areas in Ghana to the national electricity grid, and hence contribute to the socio-economic development in these regions. The Ministry of Energy submitted a list of 72 villages in the Central Region to be electrified with Swiss support. The socio-economic situation in these villages as well as the feasiblity and cost of electrification had to be assessed.
